Code and Flood-Permit Requirements
We plan around the 2018 International Building Code with Maui County amendments and the 2018 International Residential Code with state amendments. County residential amendments remain to be determined; we do not treat them as an established set of requirements.
Development within a FEMA Special Flood Hazard Area or another identified high-flood-risk area may require a Flood Development Permit. We check whether that requirement applies to the proposed patio rather than assume every property has the same permit requirements.
When We Work the Surface, and When We Wait
Soon after strike-off, we bull-float or darby the surface. That initial pass is separate from the later finishing work.
Before further finishing, we wait for bleeding to stop and for the surface to have no water sheen. We use those two conditions, not a fixed elapsed time, to decide when to continue.

Choosing the Patio Finish
We then float the surface and apply a finish suited to its use. Exterior flatwork commonly gets a push-broom texture for traction, so we discuss that option when planning the patio surface.
Our finishing tools include a concrete push broom, a concrete edger and a jointing tool. The finish choice should be settled before this stage, rather than left until we are working the surface.

- For pressure-injected epoxy crack repair, clean the crack, install and seal injection ports, allow the seal to cure, inject resin through the ports, and remove the ports and surface-seal residue after the resin cures.
- Grade and compact the subgrade before placing concrete.
